May 2, 2023 Polling Place Board Election Information

On May 2, 2023 three board seats (four-year terms) will be up for election. This will be a polling place election which means ballots will not be mailed to every eligible elector. (Curious why? Learn more here.)

Mountain Rec will host three polling locations (Gypsum Rec Center, Eagle Pool & Ice Rink, & Edwards Field House) on May 2, 2023 open for voters to cast their ballots from 7am-7pm. Eligible electors can request an absentee ballot from the Designated Election Official (DEO) until 5pm MST on Tuesday, April 25th. Absentee ballots will start being mailed to those who have requested one between March 20, 2023 – April 3, 2023.

    Curious if you’re eligible to vote in the Mountain Rec Board Election?

    Read this Special District Association article on what constitutes an eligible elector/voter in a special district election and then view the Mountain Rec District Boundary Map.

    Absentee ballot applications can be found by clicking here. Completed application forms must be received by Designated Election Official – Scott Robinson by 5:00 pm, Tuesday, April 25.  Options to return the application include by email (recommended) or by mail.

    Completed absentee ballots must be received by the election judge or designated election official by 7:00 pm on election day, May 2, 2023 to be counted.

    Options to return your absentee ballot

    • Via USPS mail to the address printed on the return envelope provided with your absentee ballot
    • You may hand deliver your ballot to a secure ballot box at the Gypsum Rec Center
      • 0052 Lundgren Blvd Gypsum, CO | Monday-Friday until May 1st between 9am-4pm AND until 7pm on May 2, 2023 (election day) to any Mountain Rec Polling Location

    We encourage voters to request an absentee ballot as soon as possible. Ballots will be mailed out upon receiving the absentee ballot request, giving voters time to fill out and mail back their ballots prior to the May 2nd deadline.

    “I look forward to the possibility of being elected to the Mountain Recreation board of directors.  One of the important things about being a Mountain Recreation board member is to have a sincere commitment to creating the best possible recreational environment in western Eagle County. I have that commitment. This commitment must also include listening to the input of the residents both programmatically and financially and I am ready to do that.

    Similar experiences in my background have prepared me to be able to act responsibly and provide for the needs and concerns of the recreation district. The following are some of those experiences:

    • Graduated from USC School of Architecture, owner of my own architecture and construction company for 20 years
    • Moved to Gypsum as a permanent resident in 1995, designed the Gypsum Town Hall
    • 25th year on the Gypsum Town Council where I pushed to construct the Gypsum Recreation Center, Gypsum Library, Lundgren Outdoor Theater and Sports Complex
    • Worked to acquire the Gypsum Creek Golf Course, construct the existing skatepark and now for 2023, a new skatepark designed by the users
    • 22 years volunteering as a Vail Mountain Host, welcoming guests and guiding them on the mountain
    • 20+ years serving on the Eagle Valley Land Trust
    • 19 years on the Eagle County Open Space Advisory Committee
    • Organized the Gypsum Daze 5k run for 25 years, organizing the 5k run again in 2023

    With your vote, I anticipate using my experience to promote recreational benefits throughout the Mountain Recreation district.”

    “My name is Brian Brandl. I am a lifetime local of Eagle County, where I grew up playing sports in WECMRD. Playing sports and being involved in activities in the local community is an exponentially important factor in a young person’s growth. It builds character, compassion and belonging while teaching them how to be a team player. I know it had a profound influence in helping me become the person I am today.

    I want to sit on the Mountain Recreation Board to ensure that in the future, kids have access to the same opportunities I did. I have a son who will be old enough to participate in Mountain Recreation programs starting this summer. I feel there is a lack of representation from the Town of Gypsum on the board. I hope to help fill that gap.

    I want to see Mountain Recreation continue to grow and thrive. With smart, sustainable, common sense and economically viable ideas, this can happen. I would bring with me “out of the box thinking” to help solve problems. There are ways to address lack of funding for the growth that the community would like to see, without adding more to the bottom line of our already hefty property tax bills.

    My desire is to serve a community I’m well connected to. I believe my past experiences will make me a valuable asset on the Mountain Recreation Board. On May 2, 2023 vote for Brian Brandl, Mountain Recreation Board Member.”

  • Robert 'Bobby' LaddRead Bobby's Bio!

    I have been a resident in Eagle County since 1997.  I’m a self-employed Architect with three children born and raised here in Eagle County, aged 19, 15, and 6.  I have coached and participated in my children’s recreation involvement through WECMRD and now Mountain Rec and have myself been a participant in the adult sports offerings for over 25 years.

    I previously served on this board under WECMRD for multiple terms before stepping away to focus on family.  Now that my older children are off at college and finishing high school, I welcome the opportunity to again commit my time to serving the many amazing recreation opportunities we have under Mountain Rec and working with the community to preserve, improve, and appropriately grow all recreation offerings for all demographics and participation levels.  As the needs of our community continue to evolve, I feel that it is important for Mountain Rec to properly position itself to be at the forefront of local recreation opportunities and my recreation experience through personal activity, participating in my children’s activities, and past community involvement afford me the knowledge and insight to be a productive member of this Board.

    “Joanna received her BA in Accounting from Texas A&M. With a diversified career, Joanna has owned and operated two retail businesses, as well as being a Sales Manager, covering an 11 state territory for 10 years.

    Joanna moved into the banking industry as a Business Banking Consultant and then into Wealth Management as a Private Banker. She passed both FINRA (Financial Industry Regulatory Authority) Series 7 and 66 exams. Joanna gained incredible knowledge and insight into managing and maintaining large budgets, understanding in depth financial decisions and the long and short term ramifications affected by those operations.

    Following her career in the banking industry, Joanna embarked on her dreams and moved into the real estate industry. Joanna and her business partner are the Vail Valley Team with Engel & Volkers.

    Giving back to the community has always been a priority for Joanna. This is apparent through the many boards Joanna serves on, including the Homestead HOA where she serves as Vice President, the Edwards Metro District Board as well as her residential Homeowners Association. Joanna was named Vail Valley Foundation’s 2020 Volunteer of the Year due to her dedication to our community.

    Joanna appreciates the time, dedication, and hard work of the current board, having attended the monthly Board of Directors meetings for the past several years. Joanna understands what an opportunity it will be to serve the Mountain Recreation District constituents, by continuing to provide integrity and commitment to the community.

  • Jason ColeRead Jason's Bio!

    I grew up in the small town of Russell, KS, and now live in Eagle with my wife and two kids. Like many of us, I grew up playing youth sports in our local recreation district, and later landed my first job working youth baseball & softball tournaments as an umpire and scorekeeper. It gave me a sense of belonging and taught me the value of teamwork, but most importantly, it was a safe place for my parents to send me to have fun with all my friends.

    I moved to the Vail Valley in 2005 after graduating from Kansas State University. I started a career with Slifer Smith & Frampton Real Estate in 2007. Today I serve as the CEO and am lucky to work with an amazing group of people with the shared mission of cultivating careers and communities that thrive together.

    It’s that same mission that’s led me to run for the Mountain Recreation Board of Directors. To ensure Mountain Recreation continues to thrive, it must work closely with the community it serves. I don’t have the answers to solve every issue Mountain Recreation is facing, but I do believe that if this community comes together on something, it can achieve anything. The main responsibility of the board is to offer a platform for input, transparency to the process, and clear direction to the amazing Mountain Recreation staff so that they can execute on a plan and continue to move our community forward in a positive direction.

    “Tom currently serves on the Mountain Recreation Board of Directors. He was elected in 2018, served a full term, and was selected in October of 2022 to fill the vacant board seat created by the past Board President, Liz Jones.

    Tom cares deeply about the recreation district, believing it plays an incredibly vital role in the health and well-being of our community. He is married, father of two active children, an avid skier, mountain biker, and attorney serving clients primarily in the areas of disability and estate planning. He also enjoys working out and swimming. Tom grew up in Missouri, earned a Bachelor of Science in Business Administration from the University of Colorado with an emphasis in finance and marketing and worked in banking in Eagle County for 5 years before obtaining his Juris Doctorate degree from the University of Denver.

    Tom lives in Eagle, has served as Board President of Mountain Youth (previously Eagle River Youth Coalition), Board President for the Cotton Ranch Homes Association, a board member for the Cotton Ranch Metropolitan District, and a member of the Gypsum Recreation Committee.

    Tom strongly believes in the Mountain Recreation mission that everyone in our community deserves to live a healthy and happy life. He believes the district should provide world class service in clean, safe, community centers. It should promote healthy living, encourage and empower people to get outdoors, bring people together, and foster a sense of community where we all feel connected, can stay active, and thrive.”

    “Originally from Dodge City, Kansas, Shawna visited Colorado often as a child and fell in love with it. When she had an opportunity to move to the mountains, she never looked back.

    As the Executive Vice President of Slifer Smith & Frampton, a $4 billion dollar company, she oversees projects and budgets for all aspects of the company from operations, marketing to Broker relations. She enjoys collaborating with her teammates, coming up with big ideas, and being empowered to make those ideas a reality. A dedicated SSF employee since 1998, she’s moved up through the ranks, mastering every facet of the company’s operations. With her impressive track record and top-notch leadership skills, Topor is incredibly well respected and admired by her colleagues and the community alike.

    At home in Eagle, she has built a family and is the No.1 fan of her children’s many sports leagues and teams. When not sitting courtside, she enjoys time with her neighbors and friends for sunshine and laughter. Her favorite activities are biking or rafting with her family and their dog and enjoying all that small town life has to offer.

    Shawna recognizes that Mountain Recreation is an organization that helps people in the community pursue active and healthy lifestyles. Shawna plans to contribute to the expansion of its programs and facilities to bring more opportunities to people of all ages. She understands the extreme need for additional services in childcare, mental health and activities for youth and seniors in our quickly growing communities.”

Completed self nomination forms must be received by the Designated Election Official – Scott Robinson by 5:00pm (MST), Friday, February 24, 2023. Options to return the application include by email (recommended) or by mail.  It’s strongly recommended to submit the self-nomination form at least 24 hours prior to the deadline to give candidates enough time to correct any errors identified by the DEO on the form. Electronic signatures will not be accepted on the self-nomination form.

    TO WHOM IT MAY CONCERN, and, particularly, to the electors of the Mountain Recreation Metropolitan District of Eagle County, Colorado.

    NOTICE IS HEREBY GIVEN that an election will be held on the 2nd day of May, 2023, between the hours of 7:00 a.m. and 7:00 p.m.  At that time, three directors will be elected to serve 4-year terms. Eligible electors of the Mountain Recreation Metropolitan District interested in serving on the board of directors may obtain a Self-Nomination and Acceptance form from the District Designated Election Official (DEO):

    Affidavit of Intent To Be A Write-In-Candidate forms must be submitted to the office of the designated election official by the close of business (5pm MST) on Monday, February 27, 2023 (the sixty-fourth day before the election).

    NOTICE IS FURTHER GIVEN, an application for an absentee ballot shall be filed with the designated election official no later than the close of business (5pm MST) on Tuesday preceding the election, April 25, 2023.
